UK Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Manage Finances

According to a latest survey of municipal councils, UK councils are preparing to sell social clubs, sports centres, and shopping arcades as they bet on a fire sale of properties to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

A coalition of councils representing second-tier cities in England reported that 60% of councils are intending to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for selling public land and land to support their budgets, but they contend they must continue to raise vital cash from asset sales or declare themselves bankrupt.

The group noted that a high proportion of authorities attempting to raise money from a quick sale of holdings marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would focus on restructuring services and using financial reserves to weather growing fiscal pressures.”

Specific Cases of Planned Sales

One local authority in Kent announced its property management strategy featured the disposal of a retail complex in a local town and a social club in another town to generate £20m over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the strategy.

Local Levy Rises and Wider Financial Pressures

The survey of local authorities in the coalition, which covers several urban centers, also found that over seven in ten of authorities will need to raise council taxes next April to cover the growing cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

The authority explained it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but some of these take time to achieve both better provisions and cost efficiency,” said Vince Maple.

He added: “We face population challenges which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Projections

Research of regional authorities this week also found council budgets being stretched by the growing number of young people and adults requiring special educational assistance.

The County Councils Network projected that council deficits will hit £4.4bn a year by the end of the decade, as they grapple to manage increased demand.

Government officials have delayed planned reforms to the special educational needs framework until the coming year after a policy document setting out those reforms has been postponed.

Deprivation and Financial Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, many participating urban areas were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest deprivation indices,” said the report.

“While only one key city is in the top 10 for disadvantaged communities nationally, urban areas are far more likely to be in the worst-off 20% of England. The figures highlights the scale of challenges confronting municipal officials across key cities in the coming year,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that reflects and addresses the actual extent of disadvantage and need,” said Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened care services in the past 12 months, the study found.
